Middletown building committee: three PLA proposals received; school-naming to move to school committee and town council; minutes approved

At the Jan. 15, 2025 Middletown Building Committee meeting, committee members reported three proposals were received in response to the project labor agreement (PLA) legal-services request and said those proposals will be reviewed by the committee's attorneys.
Mark Tangway (Building Committee member) told the committee, "We have gone out to bid for the project labor agreement. The bid opening was today. We received 3 proposals from 3 lawyer legal fees, legal, offices, and we have emailed those to our attorneys and people who that will review those proposals and make a recommendation." Tangway said the committee expects a recommendation within about a week and a half.
The committee discussed naming of the new middle-high and elementary school complex so the design team can size and locate signage in the plans. Greg Hewitt (Town staff) said the naming will be before the school committee at its Jan. 23 meeting and, after that, will be forwarded to the town council for final approval. "The naming is on our agenda for the 20 third school committee meeting. And then once that's done, it'll be forwarded to the town council for their approval," Greg Hewitt said.
The committee also set procedural timing for committee business and elections. Members agreed to address officer elections at the Jan. 29 meeting to allow the reorganization process to complete and to avoid violating open meeting requirements regarding seat assignments.
Procedural votes taken at the meeting: the committee moved to approve the meeting minutes from Dec. 18, 2024. The motion carried by voice vote with all members present saying "Aye." The meeting later concluded after a motion to adjourn, which likewise passed on a voice vote.
Why it matters: the PLA legal-review process will determine proposed labor terms for construction contracting teams; the naming timetable influences signage design and zoning relief requests; and approval of the minutes and adjournment are required procedural actions to complete this meeting.
What happens next: the committee's attorneys will review the three PLA proposals and return a recommendation; the school committee will consider naming at its Jan. 23 meeting and, if approved, the naming will go to the town council; officer elections are scheduled for Jan. 29.
