Commission approves tentative parcel map for Vineland Avenue lot; one commissioner abstains

The Baldwin Park Planning Commission voted Jan. 22 to approve tentative parcel map TPM 84348 and associated design review (PR 24-26) to subdivide a 0.44-acre parcel at 3442 Vineland Avenue into two lots and permit construction of a new two-story single-family home.
Staff told commissioners the site currently contains a single-family home with an accessory dwelling unit (ADU) and a junior ADU that would remain; the application before the commission was limited to the tentative map and the construction of one new two-story home on the newly created lot. Staff said the project complies with R‑1 zoning and off-street parking requirements, including provisions related to ADUs and state law (SB 9) affecting parking exemptions. The project was determined to be categorically exempt from CEQA under Guidelines section 15315 (minor land divisions), and a Notice of Exemption will be filed.
An adjacent resident, Dan Ferrer, spoke in opposition citing construction noise, traffic and parking impacts in the Stitchman cul‑de‑sac and said the applicant’s pattern of purchasing larger lots and building rental units concerned neighbors. The applicant’s representative, Cayman Lai, said the owner, Winnie Tang, intends to rent the new unit and agreed to the staff conditions of approval.
The commission moved to approve the tentative map and design review; the roll-call vote recorded Chair Escobosa, Vice Chair Pena and Commissioner Roman Rodriguez voting yes, and Commissioner Gonzales abstaining. The commission adopted resolution PC 25-01 approving TPM 84348.
