Boerne authorizes Waterman Construction as CMAR for Northside Community Park bond improvements

The Boerne City Council on Jan. 14 approved Resolution No. 2025-R04 authorizing the city manager to enter into and manage a construction-manager-at-risk contract with Waterman Construction for improvements at Northside Community Park.
City presenter Lisette Jimenez told the council the city issued a request for proposals in November and received five submissions. Staff shortlisted three firms for interviews in December, evaluated proposals using a protocol that included technical scoring, interviews and fee proposals, and recommended Waterman Construction based on that evaluation and alignment with the city’s core values. Jimenez said the recommended contract includes a pre-construction services fee, a percentage-based construction fee and general construction insurance fees.
Jimenez told the council the project is expected to take about 12 months once work begins. Council members noted Waterman has local experience; Jimenez said the firm has performed work “here in town” and that some personnel are local to Boerne.
A council member moved to approve Resolution No. 2025-R04; the motion was seconded by Councilman Macaluso and approved during the meeting.
