Board ratifies committee and advisory appointments; Measure AA oversight and groundwater working group named

The Monterey County Board of Supervisors on Wednesday ratified a set of committee assignments, non-county entity appointments and ad hoc committee memberships for 2025, including selection of supervisors to a Measure AA oversight ad hoc committee and assignment of a supervisor and the county administrative officer (or designee) to a groundwater working group.

Chair Mary L. Lopez presented the board’s recommended rotational assignments for 12 standing committees and a slate of non-county entity appointments developed as a pilot process that solicited board preferences in advance. After discussion about homelessness committee staffing and LAFCO representation, the board approved the chair's recommendations with one exception: members retained the existing LAFCO representation structure (districts 4 and 5 as primary members and district 3 as alternate) after multiple supervisors argued for continued Salinas Valley representation.

Supervisor Chris Church and others debated whether the county's homelessness committee should remain separate or be recombined with the Health, Housing and Human Services ("4H") committee. The board directed staff to combine homelessness back into a broader health, housing and human services committee for the coming term while ensuring continuity with the Continuum of Care; Chair Lopez offered to leave a seat available so the Continuum of Care chair would be represented on homelessness matters during the transition.

Measure AA oversight and groundwater working group: The board appointed two supervisors to serve on an ad hoc Measure AA oversight committee charged with recommending ground rules for Measure AA fund expenditure and reporting, and the board named a supervisor to a groundwater sustainability agency working group (the item concerns settlement discussions in the CEMEX area); the CAO or her designee was named alternate for that groundwater working group. Supervisor Wendy Root Askew moved to appoint Districts 2 and 3 to the Measure AA ad hoc; the motion passed.

LAFCO seats: Supervisor Lynn Daniels asked to retain a primary seat on LAFCO to represent District 5 interests, citing ongoing water and activation issues; after discussion the board maintained the status quo LAFCO appointments so the county continues to have voting members from the peninsula and a rotating alternate from the Salinas Valley.

Votes and process: The board approved the standing committee rotations, non-county entity appointments and ad hoc assignments by voice vote; multiple supervisors supported small revisions to ensure continued Salinas Valley and Latino representation in bodies that make land-use and water decisions. The board also discussed the ex officio versus voting status of supervisors on various commissions (for example, the arts council vs. the visitor's bureau).

Public comment and staff role: Several residents spoke during public comment, asking for clarifications about committee choices. County staff said the appointment packet reflected the chair's recommendations and that several items were handled as a pilot to streamline appointments. Staff also noted that housing authority and other partner agencies were still processing applications for a tenant commissioner appointment that supervisors had agreed to earlier and expected the recruitment to be completed shortly.

What the board decided not to change: Apart from the specific adjustments noted above, most standing committee assignments and non-county entity appointments were ratified as proposed. The board also preserved a practice allowing supervisors to swap committee assignments if they agree to exchanges early in the year.
