Committee backs Senate File 127 to require economic review of costly administrative rules

Senate File 127, proposing that the Legislature require approval of administrative rules with private-sector impacts exceeding $100,000 and appropriating funds for additional Legislative Service Office staff, was reported do pass by the Senate Appropriations Committee by a 5-0 vote.
Senator Bonner, sponsor, said the bill would require legislative approval of new administrative rules that exceed a $100,000 threshold measured as impact on the private sector, and that the appropriation in the bill would fund two positions at the Legislative Service Office to perform required economic analyses. He said the bill’s $400,000 appropriation is a bare-bones request to cover two staff positions.
Lexi Daugherty of Americans for Prosperity testified in favor of the appropriation, arguing Wyoming has more than 70,000 regulatory restrictions and needs adequate staff to review and reform rules. The governor’s office, represented by Kit Wetland, testified in opposition in an earlier committee and reiterated concerns about gaps in the regulatory process and possible unintended consequences if rules are delayed or blocked.
After discussion the committee recorded a roll-call vote: Senators Driscoll, Giroux, Larson, Smith and Chairman Salazar voted aye. The clerk announced, "5 ayes do pass."
