Council adopts resolution 2160 updating comprehensive fee schedule; some planning fees lowered, SDCs adjusted

The Cottage Grove City Council unanimously adopted Resolution 2160 amending the city’s comprehensive fee schedule.
Temporary Work Unit Manager Melanie Clemmer presented the changes. She said the amendment moves type 3 site design review and type 3 subdivision applications to type 2 status pursuant to Senate Bill 1537 and aligns fees to the staff time required. Clemmer reported two planning fees were set at $800 and added a type 2 replat fee at $400; she also said a duplicate type 1 floodplain development fee was removed from the schedule. “It’s the recommendation of staff to council to adopt the resolution amending the comprehensive fee schedule,” Clemmer said.
Clemmer and staff explained that systems development charges were adjusted effective Jan. 1, 2025, pursuant to the municipal code and tied to the Engineering News-Record (ENR) construction cost index, which rose 0.9% from December 2023 to December 2024; the resolution increases SDC fees by 0.9% to reflect that index change. Councilor Wilson criticized the annual indexing practice as “bureaucracy run amok” and suggested the city review the approach in the future; staff explained that SDC adjustments are guided by statute and a CPI index and are intended to preserve capital-improvement purchasing power for the city’s capital improvement plan (CIP).
Councilor Evan moved adoption of Resolution 2160 and the council approved the measure by roll call. The clerk read the roll with councilors voting aye and the mayor recording the adoption as unanimous.
