Council awards $5.16 million Main Street revitalization contract to Wildish Construction

Public Works Director Faye Stewart and City Manager Sarah Wine presented the project plan to the council and downtown stakeholders, describing phased construction, a one-year warranty period for the contractor and steps to minimize business disruption. “Our goal for this project is that we maintain access to businesses and buildings during construction,” Wine said, and staff scheduled an owner meeting for Feb. 11 to coordinate logistics.
Branch Engineering recommended awarding the contract to Wildish, the low bidder for base bid plus alternative 2. Bid documents reviewed by staff showed Wildish’s combined recommended amount at $5,155,532; the city is using a $5,000,000 Economic Development Administration grant for the majority of the project and noted a required 20% local match. Branch Engineering noted that alternative 2’s extra cost over paving was roughly $50,000 and that the city expected concrete’s greater longevity to justify the additional expense.
Stewart and Wine outlined a four-phase construction plan with staged closures intended to preserve business access, and they described sidewalk-replacement timing and a contractor approach to coordinate with each business. Colin Cunningham of Wildish Construction and Julie Leland of Branch Engineering were introduced as the contractor and project manager who will be available to property owners for questions.
A motion to award the Main Street revitalization contract to Wildish Construction in the $5,155,532 amount and to authorize the city manager to sign the contract and associated documents passed by voice vote; council recorded the motion as carried with no recorded opposition.
Councilors emphasized outreach and asked staff to pursue incentives and communications encouraging residents to shop downtown during construction. Staff said letters, handbooks, a website presence and text/email updates will be used to keep businesses and the public informed.
