Board discusses backup generators and FEMA retrofit options for storm safety at Tipton County schools

Board members and staff discussed district infrastructure needs for storm safety and backup power, including outreach to FEMA to fund interior retrofits and increased generator capacity. No formal vote was taken; staff described ongoing outreach and recommended follow-up work.

District staff said the district has engaged FEMA on two priorities: (1) securing functioning backup generators at more schools and (2) pursuing interior retrofit options—materials or lining systems the meeting described as able to increase a room’s tornado and ballistic resilience—so that existing school buildings can be made safer without full replacement. Staff said the district has attempted to pursue federal assistance after past storms but has not yet secured FEMA funding for these retrofit or generator projects.

Staff and board members described the district’s current generator coverage as limited: five generators are on site across the district but provide minimal capacity intended to support critical systems (principal office, alarms and limited communications) rather than whole-building services such as kitchen operations or full HVAC. Board members and staff also discussed the difference between “baseline” backup power that keeps critical systems running and heavier capacity that would maintain normal school operations.

Board members said they will keep generator and FEMA retrofit options on the district’s facilities planning agenda. The board discussed coordinating with the county EMA director (named in the meeting as Baker McCool) to pursue generator funding and noted that the district has Matterport scans and inventories to support insurance and federal requests.

Staff committed to produce a detailed inventory of current generator coverage, the footprint they serve, and recommended gaps so the board can prioritize sites and funding sources during upcoming strategic discussions.
