County approves bid process for 2025 aerial imagery; budgeted from GIS reserves

The Board of County Commissioners on Dec. 16 authorized the county GIS department to solicit bids for 2025 aerial orthophotography covering Finney County. The requested scope is a full-county flight at 1-foot pixel resolution for rural areas and 6-inch pixel resolution for urban areas; the commission approved using up to $100,000 from the GIS reserve fund.
GIS Director Trey Phillips said the county typically budgets $50,000 for the five-year urban flight and $100,000 for a 10-year full-county flight; this request is to update the county imagery after the state—s most recent full-county flight and to use the county drone program to supplement targeted high-resolution needs. Phillips said the higher-resolution 6-inch urban imagery is helpful to appraisers, emergency management, public works and other departments that rely on accurate mapping and building-capture data.
The board voted to approve the bid authorization and the $100,000 budget from GIS reserves. County auditor confirmed sufficient reserve funds are available to pay for the project and that the purchase will comply with cash-basis and budget law.
