NEWPORT NEWS, Va. — Newport News City Council on Dec. 10 adopted ordinance amendments to the city’s purchasing code that staff said align local procurement with the Virginia Public Procurement Act and modernize several contracting provisions.
The changes remove outdated warehouse-control provisions, adjust procurement thresholds, expand job order contracting authority, and revise bonding requirements. Staff also said the ordinance update brings design-build and construction-management contracting into conformity with state standards.
Among the policy changes, the ordinance adds explicit protections in procurement language against discrimination based on sexual orientation and gender identity, the city manager said. Council members moved and seconded the ordinance and approved it by unanimous roll-call vote.
City staff recommended the updates as part of ongoing compliance work with state procurement law and to streamline contracting procedures. The council’s action enables staff to implement the new thresholds and procurement processes and to proceed with solicitations under the revised rules.
