Newport News council approves area plan amendment, infrastructure projects, housing bonds and sewer funding

NEWPORT NEWS, Va. — Newport News City Council on Dec. 10 approved a series of resolutions and ordinances authorizing land-use updates, infrastructure work, affordable-housing bond inducements and sewer capital funding.
The council approved the Bridal Hill Area Plan as an amendment to the city’s comprehensive plan; authorized acquisition of property at 600 Harpersville Road for a pump station replacement project; and adopted an ordinance to lease a city-owned building at 34 Jefferson Avenue to Fairlead Boat Works Inc. Council members also authorized multifamily housing revenue bond inducements for the Coyle Phase 1 and Phase 2 projects and appropriated general-obligation bond funds for sanitary-sewer rehabilitation projects.
The actions collectively move forward transportation, public-works and housing projects the city manager recommended. Several measures passed by unanimous votes after public hearings and routine roll-call tallies.

Council actions were introduced by the city manager or relevant staff, most drew no public opposition during the hearings and were approved after motions and roll-call votes. Where public comment was offered, speakers were heard and the council closed hearings before voting.
The package includes projects with different time horizons and external approvals required: the multifamily bond inducements are subject to state bond volume processes; the Denbigh interchange (discussed separately on the agenda) requires Commonwealth Transportation Board and Federal Highway Administration approvals; and several capital projects rely on subsequent design and procurement steps.
Council did not adopt new tax or fee changes during the meeting; the actions focused on project authorizations, bond inducements, leases and capital appropriations.
The council held the session on Christopher Newport University’s campus and opened the meeting with ceremonial remarks and a brief presentation by university leadership before proceeding through the agenda.
