The Cottonwood Heights City Council on Tuesday approved Ordinance 429, updating Titles 12, 14 and 19 of the Cottonwood Heights Code of Ordinances, and approved Resolution 2025-1, an interlocal agreement with Salt Lake County for traffic signal maintenance. The council also voted to continue consideration of Resolution 2025-2, an agreement with Governance Sciences Group Inc., doing business as FlashVote, to allow staff time for additional contract review.
Ordinance 429 and the Salt Lake County interlocal agreement were passed without additional discussion during the business meeting after each item had been reviewed in an earlier work session. Council members recorded unanimous votes for both measures during the business meeting. The council moved separately to continue the FlashVote contract so staff can complete further due diligence on contracting details and implementation.
Votes at a glance โ council action and immediate outcome: - Ordinance 429 (amending Titles 12, 14 and 19 of the Cottonwood Heights Code of Ordinances): motion made and seconded; vote recorded as Yes from Council member Hyland, Council member Newell, Council member Holton and the presiding official; outcome: approved. - Resolution 2025-1 (interlocal agreement with Salt Lake County for traffic signal maintenance): motion made and seconded; vote recorded as Yes from Council member Newell, Council member Hyland, Council member Holton and the presiding official; outcome: approved. - Resolution 2025-2 (agreement with Governance Sciences Group Inc., d/b/a FlashVote, for public input polling): motion to continue/table the item carried on a voice vote after a motion from Council member Holton and a second from Council member Newell; outcome: continued to the next meeting for additional due diligence.
Council members noted the items had been discussed earlier in a work session; no substantive amendments or roll-call objections were recorded on the ordinance or interlocal agreement during the business meeting. For the FlashVote item, at least one council member said concerns merited postponing a final decision to allow staff to clarify contracting details and operational questions before returning the item to a future meeting.
The council moved on to approve the consent calendar (minutes from Dec. 17, 2024) and adjourned after the vote on the continued item.
