Universal City Council on Jan. 7 approved staff recommendations on park and community-development projects, awarding a parking-lot contract and approving a CDBG pay application needed for federal reimbursement.
Parks staff recommended awarding the final phase of Red Horse Park parking-lot improvements ("parking lot number 4") to Westhill Paving Incorporated. Staff reported 11 bidders responded; a low bidder was deemed nonresponsive for an incomplete submission and staff recommended the next-lowest responsive bidder. The recommended award amount was presented during the meeting as $305,800.84 (staff proposal); the project had $380,000 budgeted. Council moved and seconded the award and recorded affirmative votes; the motion carried.
Council also approved pay application No. 3 for the Hillview project, a Community Development Block Grant (CDBG) project. Staff said the project is about 50% complete and council approval is required to submit the pay application and receive CDBG reimbursement.
In the city-manager announcements, staff said the city received a CDBG award from Bexar County for the Flintstone reconstruction project totaling $812,000; Universal City was awarded $406,000 (50% of the project) from the CDBG funds. City Manager Kim Turner (referenced in staff remarks) thanked Public Works for preparing the application.
What happens next: staff will execute the contract with the awarded paving contractor, process pay app No. 3 for the Hillview CDBG project to secure reimbursement and proceed with Flintstone reconstruction design and implementation using the awarded CDBG funds.
