Klamath County commissioners approve routine administrative requests: fee waiver, comp-time payout, travel funding and support letters

Klamath County commissioners approved several administrative items during their first administrative meeting of 2025, including a county fee waiver for the jail, a payroll exception, changes to commissioner travel and training allocations, adoption of social media guidelines by consensus and letters of support for two local projects.
Jail sanitary-inspection fee: Lieutenant Stripling, the jail commander, asked the board to waive a public-health sanitary inspection fee the jail faces for an April inspection. He said public health "charge[s] a fee of $285." Public-health staff in the room confirmed the county can cover the fee from community-benefit/general-fund resources. The board moved, seconded and voted to waive the $285 fee.
Comp time payout exception: The board approved a request from payroll and HR to pay a separated employee 36 hours as compensatory time (comp time) rather than leaving the hours recorded as flex time, which county policy does not pay out at separation. A county HR/finance presenter explained the difference: "flex time is not paid out at separation and comp time is." The board moved and approved the exception to pay 36 hours as comp time.
Commissioner travel and training: Commissioners approved making travel and training funds for Commissioner Position 1 equal to positions 2 and 3 for the remainder of the fiscal year and in the next budget. Finance staff identified available funds in general-administration budget lines to cover the adjustment.
Social media guidelines: County staff presented a draft internal social-media guidelines document for the county multimedia/IT office. Commissioners approved the document by consensus and directed staff to implement it as guidance for county postings and responses.
Letters of support: The board signed a letter of support for the Klamath Irrigation District modernization project and a letter backing the OC&E Crossings Path grant application. Public Works staff explained the OC&E crossings included three connections the county would otherwise permit and estimated the county’s required contribution for those ties at about $186,000; staff said the county’s contribution would come from a required 1% bike-and-ped set-aside of gas-tax funds rather than general fund.
