Council reviews ballfield restroom and concession designs; project remains in design with funding on hold

Town consultants and staff presented near-final drawings for a new ballfield restroom and concession building at the Feb. 12 Emery Town Council meeting and addressed dimensions, accessibility and plumbing requirements.
The consultant said the architectural drawings are approximately "95% done" and civil designs are complete; structural, mechanical, electrical and plumbing work will follow. He pointed to a 5.7-foot clearance on the left side of the building that can be adjusted while drawings remain changeable. Each restroom footprint shown in the drawings is about 12 feet long by 10 feet wide; the consultant said those dimensions "optimize" space and meet code requirements. He confirmed separate male and female restrooms, storage on the west side, and two man-doors for maintenance and security—"probably a lot safer and cleaner and easier to maintain," staff said.
Staff and consultants discussed plumbing requirements for a serving area beside the concessions. Code distinguishes between a serving-only operation and a food-preparation area; the consultant said only one sink is currently shown but council members and staff discussed whether adding an additional sink for handwashing or dishwashing would be advisable. The consultant also noted drains at each location and said he would ensure floor drains for concessions are included.
Budget and timeline: staff said the project is currently on a "frozen funds" list; the contract structure discussed at the meeting separates an initial design fee from later construction-administration and contract-document costs that would be paid after funding is secured. During discussion a figure of $1,515,000 was mentioned in relation to the overall project budget or contract amount; staff confirmed the initial design fee is payable now but most construction costs would be billed only after state or grant funds are allocated.
No contract award or construction contract was approved at the Feb. 12 meeting. The consultant asked the council to finalize any remaining design choices while changes are still easily made; staff will return with budget and timeline updates once funding is secured.
