The Indianola City Council approved final contract payments, a supplemental seeding agreement and the resolutions necessary to finalize special assessments for the South K Street paving project at Monday’s meeting.
City staff and the project engineer told the council that construction costs were significantly lower than earlier preliminary assessments, producing savings that will reduce the final assessment amounts property owners owe. Staff explained the procedure required by Iowa Code chapter 384 for finalizing special assessments and filing the assessment plats with the county.
“Once the resolutions are adopted, then they get filed individually. All the assessed property owners at the county will see that on their taxes, and then they will pay it just like regular tax,” the city engineer said, describing the assessment timeline and process.
Council members praised the project team and contractors for getting the work completed before winter and for producing lower assessment figures than originally estimated. Council discussion noted that many property owners will pay small assessments (some under $500) while a few had larger amounts. Staff said assessments above a certain threshold may be payable over a 10-year period, depending on the assessment amount and owner election.
Votes at a glance: Council approved a partial payment (final pay application) to Vanderpool Construction, change order No. 5 (net positive to the city), accepted the work, ordered preparation of the final plat and schedule of assessments, and adopted and levied the final assessment schedule. Implementation notes: The council approved a supplemental agreement to require re-seeding in the spring if necessary and authorized staff to proceed with the statutory assessment filings.
