During the first CLGC call at about 9:37 a.m., a motion to approve an updated signatory and notice provision was made but received no second and the CLGC adjourned. After the council completed an executive session and reconvened the CLGC, council members returned to the item and approved an authorization that designates four individuals as authorized check signers, arranged in two groups.
Under the approved structure, one signer from the chair or the vice chair must be present as one of the two required signers; the second required signer must be either the mayor or the mayor pro tem, according to the motion recorded on the public record. The motion carried after a second and voice vote.
CLGC members discussed the matter in public session and did not place additional conditions on the account control language during the recorded vote. The council did not place the adopted control agreement text into the public record during the meeting; the transcript records only the motion language and the final approval.
The CLGC adjourned after taking that action and the City Council resumed its meeting.
