Council moved to suspend rules and adopted the consent agenda by roll call; the clerk recorded affirmative responses for the items on the consent agenda and the mayor declared the consent agenda adopted. Later in the meeting the council attempted to adopt Ordinance 2025‑123 (the Katz Construction bid for the Independence Primary School rear access drive) but the motion failed by roll call (DeGeronimo, Narduzzi and Wachanowicz voted yes; Cagliotti, Traicus, Buvertka and Day voted no).
Ordinance 2025‑126 (Protecta Co., Inc. joint downtown parking lot improvements) was read by title and placed on first reading; council discussion focused on the $617,199 low bid, the need for a reciprocal parking easement and a repayment/maintenance agreement with the diocese, and a request from council that staff provide draft agreements and clearer cost allocations before any award.
The meeting adjourned following the votes and discussion. Council directed staff to return with documentation and agreements for the projects that remain outstanding prior to final award.
