CAMPO board approves Formal Amendment 25-01 to TIP, adds two projects and updates funding

The CAMPO board voted to approve Formal Amendment 25-01 to the CAMPO Federal Fiscal Years 2025–2028 Transportation Improvement Program, adding two new projects and updating funding information and project names.
The amendment, presented by Jerry Cregan, transportation planner, added preliminary engineering funding in federal fiscal year 2025 for the District 2 Little Lane project and added an FTA 5307 small urban apportionment to the TIP project list. Cregan said revisions to Appendix 1 (Table 1) and Appendix 3 reflected new funding sources and updated amounts; the public comment period ran from Dec. 21, 2024, through Jan. 3, 2025, and no comments were received.
Cregan said late material in the packet was reflected in the District 2 Little Lane project and Appendix 1, Table 1. "For the District 2 Little Lane project we added funding for the preliminary engineering phase, Federal fiscal year 2025," Cregan said.
During discussion a board member noted that some schedule and funding changes appeared to use advanced construction accounting, likely because Congress had not finalized apportionments by the start of the federal fiscal year. The board chair described the accounting issue as creating "a lot of accounting headaches for everybody involved in the whole process." No public commenters addressed the amendment during the meeting.
The board moved and seconded the measure and approved the amendment. The record shows the measure approved with all voting members recorded as in favor.
Details and next steps: amendments update the TIP project list and funding tables and will be reflected in CAMPO's appendix materials; staff will proceed with the updated schedules and funding assumptions as shown in the approved amendment.
