The Highland Village City Council authorized a contract Feb. 11 with AIMS to perform a condition assessment of a 24– to 27-inch sanitary sewer line located on the north side of the city. Staff said the line runs across private and federally owned property in places and that access challenges contributed to low interest from contractors when the city solicited bids; the recommended contract uses a cooperative purchasing agreement through the Houston-Galveston Area Council (H-GAC).
Staff said the work will include televising and inspecting the line to determine necessary repairs such as manhole replacements, erosion remediation or segmented line replacement; staff emphasized the project is an assessment and not a full reconstruction. The quoted AIMS price fit within the city's budget estimate, and the council voted to authorize the contract under the cooperative purchasing agreement. Staff said assessment results will inform any subsequent construction contract and budget requests.
Council approved the contract and instructed staff to proceed with inspection work; the vote was recorded in the meeting minutes as unanimous.
