Crescent City council adopts several ordinances, accepts grants and approves downtown planning agreement

The Crescent City Council unanimously approved a set of ordinances, contracts and grant acceptances at its Dec. 16 meeting. The council approved updated building and public‑works regulations, authorized professional services for park and downtown planning, and accepted state grant funding for Lighthouse Cove RV Park improvements.
Votes at a glance
- Ordinance 851 (Cross-connection control). The council adopted Ordinance No. 851 to update Chapter 13.14 of the Crescent City Municipal Code to align with the State Water Resources Control Board’s cross connection control policy and strengthen enforcement measures, including the city’s authority to discontinue service for noncompliance. Motion and second were recorded and the council voted unanimously (Dooley, Greenough, Tinkler, Wright, Altman — yes). The ordinance becomes effective in 30 days.
- Ordinance 850 (Stormwater cleanup). The council adopted Ordinance No. 850 to repeal a duplicate stormwater chapter (12.36) and correct cross-references so the stormwater quality rules are not duplicated in the municipal code. Vote: unanimous.

The council adopted Ordinance No. 849 to incorporate the California Building Standards Codes and selected appendices into the municipal code and to adopt the 2024 International Property Maintenance Code; the action clarifies enforcement remedies by enabling municipal-code citations and nuisance abatement processes. Vote: unanimous.
- Talawa Interpretive Walk — public‑art contract. The council approved a professional services agreement with cReach, Ltd. (Sea Reach) to design and fabricate three interpretive nodes for the Talawa Interpretive Walk in Beachfront Park (project budget funded largely by a $300,000 Arts in the Park grant). The contract was approved unanimously.
- Explore the Coast Overnight Program — grant acceptance and budget action. The council authorized the city manager to accept an $835,000 Coastal Conservancy grant for the Lighthouse Cove low‑cost accommodations project (Lighthouse Cove RV Park). The grant will fund restroom upgrades, two accessible cabin units and associated apartment remodels; the council also adopted Resolution Nos. 2024‑101 and 2024‑102 to amend the FY24‑25 budget and approve grant terms. Vote: unanimous.
- Downtown Specific Plan — professional services agreement. The council approved a $280,000 professional services agreement with Crandall Arambula PC to prepare a downtown specific plan to guide revitalization and to position the city for competitive grant applications. The council authorized use of $64,000 in defederalized program income as local match for the project. Motion carried unanimously.
- 2025 Council meeting calendar. The council approved Resolution No. 2024‑103 adopting the calendar of regular meetings for 2025. Vote: unanimous.
- Consent calendar and housing authority minutes. The council approved items on the consent calendar, including warrant claims, payroll and several routine resolutions; one member recused from a consent item as noted in the minutes. The Crescent City Housing Authority minutes (Nov. 18) were approved during the authority meeting called at the same session.

- Oaths and leadership selection. The council administered oaths of office to incoming members and selected the 2025 mayor and mayor pro tem during the meeting (see related article).
