The Highland Village City Council approved a resolution Feb. 11 updating the city's financial policies. Staff explained the revisions are intended to align policy language with current accounting standards, clarify staff-authority titles and adjust reporting timelines.
Key changes summarized by staff included replacing older position titles with "Finance Director" where appropriate, updating references to governmental accounting standards (including the treatment of interest during asset acquisition), adding policy language to allow equipment leasing partnerships as an alternative replacement strategy, and changing references to the "Annual Comprehensive Financial Report" to match current GFOA terminology. Staff also proposed lengthening the deadline to present the annual financial report to the council from 120 days to 180 days after fiscal year-end to better accommodate audit and reporting schedules and GFOA submission requirements.
Council voted to adopt the resolution; the motion passed with no dissent. Staff said the updates are largely clarifying and administrative and are intended to keep the city's policies consistent with accounting guidance and reporting practices.
