On Lake Heico, Green said engineers reported the soil has "sufficient compaction" and that earlier contaminant testing and flood-risk issues have been addressed. The property — discussed in a series of community meetings — totals roughly 640 acres, he said, and district staff outlined three development horizons: short-term uses (community activities, tree planting); midterm infrastructure and housing; and longer-term mixed-use development and recreation that could take five to 20 years. Green said the district is developing an RFP process for developers and will convene developer focus groups and financing conversations before issuing solicitations.
Green also briefed the board on state legislation under consideration at the Mississippi Capitol, noting House Bill 1431 would consolidate districts into county systems (which could combine JPS with nearby districts), House Bill 1433 would expand public and private school choice, and House Bill 1435 would provide portability between districts. He described attending House Education Committee meetings and observed that while debate included strong questions and standing-room attendance, committee leadership moved some bills forward despite visible opposition in the room.
Trustees asked staff to continue monitoring bills and to keep the board and community informed. Green encouraged residents and board members to follow legislative action and to provide input to elected officials.
