Riley County Commission releases $1.03 million CIP reserve for general projects

The Riley County Commission voted on Feb. 13 to release $1,034,004.46 from a CIP reserve into the county's general capital improvement fund to make the money available for other projects.
Budget and finance officer Britney Phillips told commissioners the reserve had been created in February 2018 to cover a hardware refresh tied to an earlier contract. Phillips said staff met with the county's vendors and determined the refresh cost was already included in the contract the county is currently paying. "We met with KCOM and Harris last year and determined that that refresh amount was already part of the contract that we're currently paying," Phillips said.
Phillips presented the county's monthly cash-flow report earlier in the meeting. She said the county's CIP fund brought in $3,823,328 and spent $245,523, leaving an unencumbered balance of $29,727,862; she also reviewed other fund balances, including county building and sales-tax funds. After discussing the reserve, commissioners asked staff for clarification on whether the funds could be used for strategic planning or any other projects; Phillips said the commission could direct staff to release the funds or keep them in reserve.
A commissioner moved to "approve releasing the reserve funds totaling $1,034,004.46 made available for other projects to capital improvement." Another commissioner seconded the motion and the chair called for the vote; commissioners voted in favor and the motion carried. The meeting transcript records the motion, a second and the chair saying "all in favor," but does not list individual recorded roll-call votes.
The commission did not specify which projects the funds will be applied to in the meeting; staff said they would proceed according to the commission's direction. Phillips continued with the agenda after the vote.
