City–county housing task force to release needs assessment early next year; subcommittees examining gap financing, land use and pre‑shelter connections

The committee received an update on the work of the joint city–county housing task force. Staff said the housing needs assessment funded by the City of Durham, Durham County and the Chambers Foundation is expected to be released in January–February 2025 and will identify future unit needs by area median income level.
Task force work is organized into subcommittees with different charges: a gap financing/subsidy subcommittee that will propose funding models and process improvements; a land‑use subcommittee that is examining zoning and permitting barriers; and a pre‑shelter/homeless services subcommittee focused on connecting people with complex needs to available units.
Community development staff are tracking the current affordable housing inventory and pipeline, including units with tenant protections that may be at risk of loss, and the task force is compiling publicly held land (including Duke University land made available for analysis) as a potential resource for housing. Members said some recommendations from subcommittees may shift once the needs assessment data is released.
Speakers stressed the importance of aligning process changes with funding recommendations so departments can move more quickly to implement projects. The chairs of each subcommittee will meet and deliver an update on product timelines and any identified gaps.
