Board updates: ARPA funds fully obligated, staff transition announced; county staff to brief on homelessness data-sharing with Metro

County leaders gave several briefings and administrative updates during the Jan. 14 session.
County administrative staff told commissioners Washington County had completed obligation of its American Rescue Plan Act (ARPA) funds as of Dec. 31, 2024. The administrator praised staff across departments for timely contract work and compliance with U.S. Treasury guidance.
Staff announced a senior personnel change: Amanda Garcia Snell has accepted a position in the City of Portland’s city-administrator’s office as an engagement officer. County administrators said they are reviewing internal structure during the transition and will provide a schedule for recruiting the county’s equity manager role. The county administrator also stated she will be out of the office for ICMA conferences and that Marnie Kyle will be acting county administrator in her absence.
Commissioners discussed regional work on homelessness data sharing. Several commissioners said Metro has publicly pressed counties for broader access to individual-level homelessness service data and that staff have been working across counties to address data-sharing agreements, privacy and technical issues. Commissioners asked staff to provide a clear update for elected officials on remaining issues and progress; staff said they would prepare an update for the board.
The board also previewed procedural items: commissioners confirmed a draft letter of support for Washington County to back a Westside Trail overcrossing grant proposal and agreed to place recommended advisory-council appointments on the Jan. 28 agenda. Chair and commissioners discussed committee assignments and asked clerks and staff to circulate confirmed rosters and to double-check boards and commissions that require commissioner representation.
Separately, the board instructed commissioners who had communications or meetings related to the pending HD 34 appointment (between Jan. 5 and the Jan. 15 meeting) to disclose those contacts at the upcoming session so they can be included in the public record.
