County staff says only a few specialists can do Franklin County historic courthouse stonework; staff to bring single preferred bid

County staff reported to the Franklin County Commission on Feb. 19 that restoration work on the historic courthouse will likely require a specialist contractor and that staff plan to present a near-$300,000 bid to the commission for consideration.
“ I am not inclined to issue a formal RFP because we know what's out there, this is a highly specialized line of work,” said Danny, a county staff member. He told commissioners that staff had identified about two companies, one of which had been unresponsive, leaving one viable contractor for the specialized stonework.
Danny said the district court foundation is a separate, smaller project for which he is inclined to issue a formal RFP and allow wider bidding. He said staff would bring those bids to the commission for review.
Danny also said staff could bring the courthouse item to the commission as soon as next week and expected to have some equipment (likely two dump trucks) presented to commissioners at that meeting.
Commissioners responded in agreement to the characterization of historic stone restoration as having very few specialists. The transcript records Chair Harris and at least one commissioner acknowledging that the work is specialized; no formal procurement decision or contract award was recorded at the meeting.
Any formal contract award, the final bid amount and the procurement method (sole-source vs. competitive bid) will be determined by future commission action.
