Mike Kavanaugh, Parks and Recreation director, told the council the park “needs a restroom very badly,” noting current reliance on a single porta-potty and growing park activity tied to a skate park and a new playground. Kavanaugh said funds for the purchase are available in the Capital Projects Fund and that the prefabricated unit will be manufactured in Oregon; he estimated a 9–10 month lead time for manufacture and planned installation toward the end of the year.
Councilors asked about maintenance and vandalism concerns. Kavanaugh said parks staff visit existing restrooms multiple times per day during peak months, that a maintenance room is included in the design to improve cleaning operations, and that camera coverage might be upgraded to increase visibility. A councilor noted the porta-potty on site had experienced frequent misuse and asked for more frequent trash and cigarette-waste attention at other parks; staff agreed to follow up.
A motion to award the purchase agreement in the amount of $250,526 and to authorize the city manager to execute the contract, subject to city legal review, was moved, seconded and approved by the council.
