Cotati Planning Commission elects Moffett as chair, Long as vice chair and Noah as secretary

The Cotati Planning Commission held a special meeting on Jan. 13, 2025, and carried out its annual reorganization, electing Vice Chair Matthew Moffett as chair, Commissioner Long as vice chair and Commissioner Noah as secretary by roll-call votes.
The reorganization matter was presented by Carla Duncan, a permit technician with the City of Cotati, who explained that Planning Commission bylaws call for election of a chair, vice chair and secretary for the calendar year and that, because January has only one scheduled meeting this year, the commission was acting at this special meeting. "Per Planning Commission bylaws rule number 1, these positions are typically decided upon at the second meeting in January," Duncan said.
The commission followed its customary practice of nominating the vice chair to be chair. A nomination was made for Vice Chair Moffett to serve as chair and the commission confirmed the appointment by roll call. Commissioners present recorded affirmative votes in the roll call that followed the nominations. Afterward, the commission nominated and confirmed Commissioner Long to serve as vice chair and Commissioner Noah to serve as secretary.
Outgoing Chair Ed Gilardi was acknowledged by the commission for his service; staff also noted the bylaws were recently updated to add a land acknowledgment and the pledge of allegiance and that the new chair will sign the updated bylaws.
The reorganization is a routine, annual action required by the commission's bylaws and does not itself change policy. Chair Moffett will preside over future Planning Commission meetings; the commission confirmed it will follow its usual nomination and voting procedures for any subsequent officer changes. The commission indicated it will continue regular business, including the Santerra Way specific plan hearing at this meeting and other items on its agenda.
The Planning Commission’s next regular engagement on major items is the scheduled City Council hearing on the Santerra Way specific plan on Feb. 11, 2025, when the council will take final action on the plan the commission recommended for adoption.
