Secretary Silva called the roll for a motion to disclose the closed‑session action. The board voted unanimously on the motion to disclose the item; the board then announced the appointment in the public session. The public notice said the appointment is subject to negotiating final contract terms at a subsequent meeting.
During the meeting the board also reported in closed session that it had voted to settle a separate matter (item 3). The board voted to disclose the action on item 3 as well. The board voted not to disclose information related to another closed‑session item (item 5), consistent with legal requirements.
The appointment will take effect once the parties complete and the board approves the director’s employment contract. Kirschbaum was introduced broadly to the board and community during the meeting and delivered remarks laying out priorities including safety, service quality and restoring public trust in Muni.
