Cochise County Board of Supervisors voted to appoint Billy Cloud to the office of county recorder, effective March 1, 2025, following a public comment period and an executive session called under Arizona law.
The appointment was made during a special board meeting that began with public comment and a stated purpose “for the purposes of selecting a replacement for the current county recorder, mister Stevens,” and that referenced Arizona Revised Statutes governing executive sessions. Supervisor Crosby moved to appoint Billy Cloud; the motion was seconded and the board stated “Motion carries.”
The public comment period included endorsements and remarks about several candidates. Radford Hyde of Sierra Vista said, “My name is Radford Hyde from Sierra Vista, and I'm coming to offer my full support and endorsement behind mister Scott Freeman for the job of, counter recorder.” Candidate Scott Freeman introduced himself to the board and said, “I have proudly called Cochise County and Sierra Vista home since 1983,” and described his background in the U.S. Army, government contracting and local civic committees. Ronnie Maestas Condos of Hereford told the board she had reviewed five candidates’ résumés and said, “For me, Melissa Avant stood out,” and urged the board to consider candidates’ character and time commitment to the office.
Board members moved into executive session under statutory authority to discuss employment, appointment and related matters. County recorder David Stevens, the county attorney (Correa), the clerk of the board and acting county administrator (Gilman) were listed as attendees for the executive session. After returning to open session the board made the appointment.
The board did not read a roll-call vote for the appointment in the public record included in the transcript; the minutes record the motion, a second, vocal “aye” responses and the chairman saying “Motion carries.” The board adjourned after the appointment.
