Staff said total encumbrances were about $819,000 and noted a current-year tax-collection shortfall of roughly $200,000. The report listed total receipts of about $56.9 million; staff told the board the report is the first through a full budgeting cycle under a revised process and that they are working on continuous improvements to the presentation and account mapping.
Staff also identified a $70,000 item related to insurance-processing timing (described in the transcript as a ‘‘reverse lookouts’’ or insurance-processing timing issue) and said they expect to reclassify some items to better align contingency accounts with actual liabilities. Staff emphasized payroll pressures and long-term trends that could affect reserves if expenditure or revenue trends change.
