Prudential, city and private partners agree to fund master planning around Mulberry Commons

The council reviewed a resolution (7R2E) for a funding and escrow agreement between the City of Newark and a group of private partners to underwrite a master planning and visioning study for sites around Mulberry Commons.
Deputy Mayor and Lisonbee Ladd, director of economic and housing development, said the project group includes Prudential Insurance Company of America, Veil Arena Entertainment LLC, Edison Properties LLC, and J&L Companies and affiliates. She said the lead consultant is FX Collaborative with several subcontractors including Langdon (engineering). Ladd described the scope as visioning, zoning, site planning and financial analysis to ensure projects can be funded and advanced to formal submission.
Council members asked about who is participating and who owns the arena parcel. Councilman Gonzales noted he did not see the housing authority present and asked if the owner of the arena was part of the transaction. Ladd said the asset is leased and that the long-term lease means Prudential (through its partners) is leading the effort.
A council member asked whether each entity is contributing approximately $200,000 into escrow; Ladd confirmed each of the five partners will commit one-fifth of the total cost and said documentation was available in the resolution and could be shared with council.
