The Grove City Board of Zoning Appeals approved a variance to allow a raised pool deck to encroach 12 feet into the 25-foot rear-yard setback, producing a 13-foot setback, for a property presented by Noel (representing homeowners Mary and Charles Erwin).
Noel said the deck would provide pool access and aesthetic improvements. Homeowner Charles Erwin told the board the pool permit had been submitted and approved by a city inspector identified as Mr. Taylor; Erwin said the decking required a separate permit. “We submitted a permit, that was approved, by, a mister Taylor,” Erwin said.
During the hearing, board members requested verification of whether a pool permit and required inspections had been completed. Staff later reported the records showed a pool permit was issued on 06/25/2025 but that the required inspections had not yet been conducted. To ensure safety compliance, the board briefly tabled the item while staff checked the permit record; the hearing resumed within the same meeting after staff confirmed the permit issuance and outstanding inspections.
The board voted to grant the variance with the condition that construction begin within 12 months. Board members recorded “yes” votes during roll call and the motion carried. Staff advised the homeowners to complete the outstanding inspections, particularly for electrical work associated with the pool, before or during construction.
The board reminded applicants that its decisions may be overturned by the Grove City Council within 21 days of the decision. Staff will notify the applicants of the formal decision and any inspection or permit follow-up required.
