The Le Mars City Council on Jan. 7 approved a professional services agreement with ISG to produce design drawings, construction documents and bidding administration for improvements at O'Toole Park, with a not-to-exceed cost of $298,165.
City Administrator Jason said the project is expected to go to bid in April and that construction would follow. He described the planned work as playground improvements, a splash pad and a pavilion; the agenda packet also referenced a separate $500,000 contribution tied to related projects but provided no additional detail at the meeting.
Councilmembers pressed for oversight of the project. One councilmember said the council should appoint at least two members to the project committee “because the council is spending” significant funds and needs oversight. Another member raised security and vandalism concerns and asked whether video surveillance or other security devices were included in the scope.
Jason and staff said two cameras are already at the park and footage is available after incidents for review, not monitored live. Councilmembers discussed the possibility of adding cameras or redirecting existing ones depending on needs.
A motion to approve the ISG agreement was made and seconded; the council voted by voice and the motion carried.
The agreement authorizes ISG to proceed with professional services for the O'Toole Park project and sets the maximum fee the city will pay to $298,165. Staff said they expect to return with bidding documents and a construction timeline as the design work progresses.
