Hermosa Beach recognized outgoing Council member Justin Massey at a Dec. 5 special meeting, where local and regional officials presented proclamations, certificates and gifts and Massey reviewed accomplishments from his nearly decade of service.
Presenters included representatives from the Los Angeles County Assessor’s Office, U.S. Rep. Ted Lieu’s office, state Sen. Ben Allen’s office, Assemblymember Al Muratsuchi’s office, Los Angeles County Supervisor Holly Mitchell’s office, Los Angeles County Fire Department and neighboring city councils. City Manager Suja Lowenhall and Public Works Director Joe San Clemente presented staff gifts. The city held a short public presentation recognizing Massey’s service as part of the agenda item titled "recognition of outgoing council member Justin Massey."
Massey used his farewell remarks to highlight long-term policy efforts and city projects. He summarized the city's negotiated settlement with an oil company that he said removed the practical risk of future oil drilling within city limits, identified city energy and emissions work including membership in the Clean Power Alliance, noted capital projects such as restroom and park improvements and discussed steps taken to manage pensions and maintain a 20% rainy-day reserve.
"We were able to negotiate that settlement," Massey said of the oil-related litigation and settlement, adding the outcome removed the company's subsurface or permitting advantage in the city. He also described steps the council took to electrify a portion of the vehicle fleet, install LED streetlights and expand rooftop power projects.
Regional officials who spoke included a representative from Congressman Ted Lieu who presented a certificate of congressional recognition and a representative of Senator Ben Allen who read a senate certificate praising Massey's leadership. Representatives from LA County Fire and neighboring city councils (Redondo Beach and Manhattan Beach) offered remarks and gifts.
Council members and staff paid tribute during the dais remarks that followed. Mayor Pro Tem Seaman, Council member Michael DeToy, Council member Ray Jackson and Mayor Francois each offered personal comments of thanks and congratulation.
The presentations were ceremonial and no council action was required.
