He asked for a variance from the queuing/pump limitations in the Land Development Code to allow a layout with 12 queuing lanes and 24 pumps; existing code allows eight queue spaces and 16 pumps, Bennett said.
Board members discussed site layout and access. One commissioner asked where fuel tanks would be located; Bennett said tank locations were not clearly shown in the packet. Commissioners acknowledged the property is an undeveloped commercial lot and not the existing Shell station across the street.
The board recorded findings that the zoning regulations as applied would preclude reasonable use given the lot shape and easement, that the hardship is unique to the property, and that similar queuing relaxations had been approved elsewhere along Howard Lane. The motion to approve the variance included those findings and passed on a unanimous roll call.
Action and next steps: The board’s approval moves the project forward to the planning-commission review scheduled in the record; staff noted the item will advance to the Planning Commission on March 25 for related review. The applicant and project team will need to supply additional construction and environmental details as part of subsequent reviews, including any required tank location plans and site-specific engineering.
