Board adopts personnel manual changes; approves first readings for liquor and zoning, OKs procurement items

The Board of Mayor and Aldermen approved a set of personnel manual revisions, took first readings on ordinances that could allow a third package liquor store and add private schools to a special-exception use in the central business district, and approved several administrative items including a one-year sole-source maintenance contract.

Personnel manual revisions (Resolution 25-02) were presented by Human Resources staff. Changes include a standardized compensation review request form for documenting and approving nonstandard new-hire pay rates, clarifications for promotional and lateral reassignment pay credit, a requirement for probationary-period evaluations, explicit annual performance-appraisal language, and an addition permitting a division chief in buyer training to have a take-home vehicle. Human Resources staff told the board the new forms will record compensation-committee recommendations and approvals "so there should be no question on it later on down the road and we have documentation of that."

Land-use and licensing actions: On first reading the board accepted Ordinance 25-01, amending municipal code Title 8, Chapter 3, Section 8-3-05 to allow issuance of an additional package liquor-store license if population thresholds are met. Staff described a population threshold process discussed during the meeting — noting additional licenses may be issued as population milestones are reached — and said any applicants would submit to a board review and must meet distance limitations from schools and churches set in code. The ordinance passed the first reading by voice vote.

The board also took first reading of an amendment to the zoning ordinance (Article 5, Section 5.0530.2(c)(1)) to add private and public schools as a use eligible for special exception in the central business district. Planning staff said the change would allow a school to seek Board of Zoning Appeals review and still be required to meet site-plan and state regulatory requirements; the measure passed first reading.

Procurement and other administrative items: The board approved a one-year sole-source agreement with Solis Technologies for $31,050 to provide Evergreen odor-scrubber operations and maintenance at the Wilkinson Lane and Cope's Crossing lift stations. Wastewater staff said the renewal is a continuation of existing service; the contractor agreed to honor month-to-month service for the current period and the one-year term matches the expected timeline for a planned station replacement. Wastewater staff said the price increase is roughly "$175 a month per unit" and that budget funds are available to cover the increase.

The board also approved a statement of compliance for Mapco at 100 Highway 76 allowing certain sales (described in the meeting as wine coolers) after state guidance and an attorney's submission. The board scheduled a joint study session with the planning commission to review land-use regulation updates.
