Developers seek BID boundary tweaks; Aurora staff to consent to metro-district dissolutions

Michael Kerrigan, special districts administrator in the development services department, told the committee items 4B–4E are requests from developers to adjust business improvement (BID) and metropolitan district boundaries for Wyndler/Windler and Painted Prairie areas because modified development plans require inclusion or exclusion of land.
Kerrigan said the packet includes statutory petitions from the owners and maps showing old and new boundaries; the committee was told public hearings on the boundary changes are scheduled for the Feb. 24 city council meeting. Committee members signaled support to move those items forward to the public-hearing stage.
On a separate but related topic, Kerrigan presented item 4F, a resolution consenting to dissolution of The Avenues Metropolitan District Nos. 1–5 and termination of the intergovernmental agreement between the city and the districts. He said the districts were organized in February 2006 to facilitate development of about 67 acres at the southeast corner of Alameda and South Stapleton Boulevard, that district legal counsel indicated the current property owner no longer needs the district, and that state statute allows dissolution without election when the district lies wholly inside city limits, has no outstanding debt and both district board and city consent.
Kerrigan said the districts’ boundaries lie inside city limits, that the districts have no outstanding debt and that the district boards adopted resolutions to dissolve; committee members indicated they were “good moving it forward.” Representatives of the affected metro districts attended the meeting to answer questions.
Kerrigan also introduced items that follow in the agenda related to SIRIA but committee members asked to hear the impact-fee IGA before finalizing all related approvals.
