Taylor ISD earns another "superior" financial rating; board approves i-Ready universal screener and consent agenda

Taylor Independent School District reported at a public hearing Oct. 20 that it received a "superior" first rating on the state'style 21-indicator financial accountability review, scoring 94 out of 100, and the board of trustees approved a consent agenda by a 5-0 vote that included adopting i-Ready as the district'wide universal screener and approving district and campus improvement plans.
The public hearing on the district'level financial review preceded the regular board meeting. A district finance presenter told the board the district has earned the superior rating for seven consecutive years and passed the 21 indicator tests used to assess financial management and transparency. "We have been able to maintain a superior rating," the presenter said. "The scoring again is a 94. It ranges from 0 to 100." The presenter asked for questions and provided a web link for the public to review comparative district ratings.
The rating summary matters because the indicators examine auditing, timely payments, fund balance stability and compliance. The presenter said Taylor ISD passed indicators for timely submission of the annual financial report and an unmodified audit, on-time payments for obligations (including TRS and IRS), maintaining a positive net position, fund-balance stability and short-term debt capacity. The presenter reported the district'level result on one liquidity indicator as a 10 of 10, noting the district has resources sufficient to pay obligations 179 days after the fiscal year ends. On other indicators the presenter gave point scores (for example, a 6 of 10 on an indicator the presenter compared to a mortgage-to-market-value analogy and an 8 of 10 on a debt-per-100 assessed-value ratio). The presenter also said the district reported no material weaknesses in its audit and had the required public disclosures for the superintendent and board for the 12 months ending June 30, 2024.
On disclosure items, the presenter said the superintendent's contract is posted on the district website, reimbursements for the 12-month period ending 06/30/2024 were disclosed, no outside compensation or gifts to the superintendent or board were reported for fiscal 2024, and one business transaction involving a board member (named in the presentation as Anita Bolek) was disclosed.
Board action that followed was taken in the consent agenda. The board approved the consent agenda as presented; a motion to approve the consent agenda was made by Trustee Boggs and seconded by Trustee Mitchell and the motion carried 5-0 with two trustees absent. The consent agenda, as summarized by the board president, included approval of minutes (09/22/2025), monthly financial reports, purchasing approvals, a budget amendment, the quarterly investment report, formal approval of the i-Ready universal screener as the district'wide instrument to meet the HB 2 universal screening requirement, approval of district and campus improvement plans, and adoption of a provision of the district'level policy at EC Local.
Later in the meeting the board approved personnel resignations. Trustee Meyers moved to approve the resignation of personnel as presented; Trustee Carter seconded, and the motion carried 5-0 with two trustees absent.
Other substantive presentations during the meeting included a review of the district'wide universal screener results (the district presented beginning-of-year i-Ready results and described plans to report middle-of-year results after the holiday break), an annual update on bilingual and ESL programs (the district reported 615 emergent bilingual students, up from 599 the prior year, and described staffing, reclassification counts and professional-development and waiver activity), and a report on Positive Behavioral Interventions and Supports (PBIS) and Professional Learning Communities (PLCs) implementation across campuses. District staff said they will continue to monitor i-Ready progress frequently and bring mid-year data to the board after it is available.

The meeting closed its public hearing portion at 6:57 p.m. and convened the regular meeting. The board noted next meetings and calendar items, including the regular board meeting scheduled for Nov. 17, 2025, at 6:45 p.m., and several Thanksgiving holidays on the calendar. No public comments were offered during the hearing on the first rating.
