Austin ethics panel finds two candidates missed financial-disclosure deadline, declines to seek prosecution

The City of Austin Ethics Review Commission on Jan. 22, 2025 found that two former candidates, Ashika Ganguly and Krista (Crystal) Lane, violated the city's financial-disclosure requirements by filing statements late, but the commission voted not to recommend prosecution and instead directed its findings to the city attorney and staff for further review.

The decisions grew from two separate complaints the commission heard at a final hearing. Bill Aileshire, attorney for the complainant in the Ganguly matter, presented documentary evidence showing the candidate materials and the calendar of deadlines and said the late filing was nearly 30 days past the deadline. Aileshire told the commission that "this is a class C misdemeanor" under the city code and urged enforcement to avoid selective compliance.

The commission allowed both parties 10 minutes for opening remarks. Complainant Mark Duchin told commissioners he wanted rules enforced consistently: "how does this work? If I don't file my report, would you enforce the rules on me?" Ashika Ganguly, the respondent in that case, acknowledged the late filings and described them as an error.
