Wagner approves materials and construction contracts for wastewater plant headworks; materials bid $695,950, construction $2.35 million

The Wagner City Council voted Dec. 30 to accept bids and enter into contracts for the wastewater treatment plant headworks improvements, approving a materials-only contract with Haynes Equipment Company, LLC for $695,950 and awarding the construction contract to Darius Contractors for $2,345,600.
City staff told the council the headworks project had received a $2,000,000 matching ARPA grant from the Oklahoma Water Resources Board (OWRB). Staff said the procurement was split: one package for equipment/materials and another for construction. Five contractors obtained plans; three submitted bids for the construction package. The low construction bidder was Darius Contractors at $2,345,600, according to staff.
For the materials package (WAG 23-3 / WAG 23-02 references in meeting materials), Haines/ Haynes Equipment Company submitted the only bid for line items 1, 2 and 4, and staff recommended the council accept that bid and enter into a materials-only contract for $695,950. The council then accepted the construction bid and authorized a contract award to the low bidder, Darius Contractors.
Councilmembers voted by roll call on both items. The roll-call record names Butler, Sampson, North, Wagner/Waggoner, Abernathy and Higginbotham; each recorded a "yes" vote on the materials and construction awards in the meeting record. The transcript indicates five contractors reviewed plans for the materials package and three submitted construction bids; staff distributed the bid tab, notice of award and agreement in the meeting packet.
Staff said the project budget and bid documents were included in the meeting packet. The council made the awards per recommendations from Infrastructure Solutions Group LLC, the project consulting engineers. No amendments to the bids were recorded at the meeting.
The approvals complete the council’s procurement actions for the headworks phase presented at the special meeting; staff will proceed with contract execution and required closeout documents.
