Council members asked for additional information before approving payment. Questions included where the facility would be located, who would operate it, whether funds would support staffing or capital costs, and whether an annual commitment was expected. Council members said they wanted accounting and oversight details from the county before committing city funds. One council member described the current draft agreement as "kinda thin" and requested names and roles of those managing the program.
Staff said they would contact county officials and report back with details and accounting before bringing the item to the council for final action. The council agreed to table the item pending that follow-up.
