Board approves removal at Teacoppel Elementary with four-for-one replacement

The City of Evansville Tree Advisory Board voted Jan. 2 to approve removal of a tree at Teacoppel Elementary School, requiring replacement plantings at a four-for-one ratio.
Roger Layman of the Evansville Vanderburgh School Corporation told the board the school's site plan in the meeting packet showed the one tree being removed and four trees to be planted. "The map that you have in your packets for Teacoppel School, shows the 1 tree being removed and it looks like 4 being planted," Layman said.
Board member Mike moved to approve the removal with the 4-for-1 replacement; Larry seconded the motion. The board took a voice vote and the motion passed.
Layman said the tree removal is driven by a planned extension of the parking area: "It's asphalt with curb... it'll extend to where the tree is. It's the only reason we're taking it down," he said. When asked where replacements would be planted, Layman said they would be placed on the four corners of the parking lot.
Board members noted the Teacoppel plan as an example for another school. Mike said the same planning effort should be used at Vogel School and asked Layman to assist with that effort. The school representative said he would take the request to his superiors and suggested the board might also meet with principals and facilities staff; Layman specifically referenced coordination with Steve Schaller, the facilities director.
Board members also discussed precedent for replacement ratios. A board member said the board's past practice has typically been two-for-one, and described the four-for-one outcome as especially favorable.
Sean, the city staff member, agreed to coordinate species selection with the school; Layman said the school selected from options provided by staff but could not recall the exact species chosen during the meeting.
