Chester County commissioners adopt consent agenda, approve contracts and reaffirm Schuylkill River Passenger Rail Authority

The Chester County Board of Commissioners on Feb. 5 approved its consent agenda and a set of contracts and grants covering public safety, facilities, water resources and transportation, and voted to reaffirm support for the Schuylkill River Passenger Rail Authority.

Tom Frawley, executive director of the Schuylkill River Passenger Rail Authority, told commissioners the three‑county authority was organized in June 2022 and that the authority’s initial organizing resolution divided the Municipal Authorities Act’s statutory 50‑year life into an initial three‑year period followed by a reaffirmation for the remaining term. Frawley said the authority is seeking county resolutions to authorize him to file articles of amendment to formalize a full 50‑year life. "Rather than implement the statutory 50 year life under the Municipal Authorities Act at the time, we break that into 2 parts, an initial 3 year period requiring reaffirmation at the end of those 3 years to continue for the remaining 47," he said.
