Benbrook Council unanimously amends minutes for privacy, accepts finance report and renames Creekside Drive

Benbrook City Council on Feb. 20 unanimously approved a resolution to remove identifying information about juveniles from its April 18, 2024 meeting minutes, accepted the city’s finance report for the period ending Jan. 31, 2025, and approved an ordinance renaming Creekside Drive to Andy Wayman Drive.

The council said the minutes amendment responded to concerns from parents who said information in the April 18, 2024 minutes could be used to identify their children. "In the interest of privacy and safety, the identifying information of these juveniles [should] be removed from the official minutes of the 04/18/2024 city council meeting," the mayor introduced during the agenda item. The motion to accept the amended resolution passed unanimously after a motion by Addison and a second from Mackey.

The council also accepted the finance report for the period ending Jan. 31, 2025. Finance Director Rick Overgaard presented the report, saying fiscal year-to-date general fund revenues were $15,430,438 (58.2 percent of budget) and expenditures were $8,924,869 (33.6 percent of budget), leaving revenues exceeding expenditures by $6,505,569. Overgaard summarized January line items including property tax receipts of $4,462,064; sales tax receipts of $496,384 (fiscal year-to-date sales tax of $1,594,258, 9.7 percent less than the prior year through January); and interest earnings of $69,462.

Overgaard reported debt service fund property tax revenue of $1,215,903 (79 percent of budget) and noted a debt service payment was made in January. He said the economic development corporation had fiscal year-to-date revenues of $878,073 and expenditures of $147,961. For the capital projects fund, January revenues were $323,986 and expenditures were $566,241, and Overgaard said "there are sufficient funds available in the capital projects fund." He recommended the council accept the finance report; the motion by Dr. Marshall, seconded by Phillips, passed unanimously.

On the renaming, Assistant City Manager Ethan Cox said the proposal honors former City Manager Andy Wayman, who retired last fall after more than 25 years of service. "Staff is recommending that city council approve the renaming of Creekside Drive to Andy Wayman Drive," Cox said, noting Creekside Drive provides access to the park near Benbrook Stables and the tennis courts. Tyner moved the ordinance and Franklin seconded; the council approved it unanimously.
