City to accept TAYO-funded corridor study for 11th Street near Fair Oaks; $295,000 appropriation proposed

Public Works briefed the committee on a capital project agreement with the Tulsa Authority for Economic Opportunity (TAYO) to fund engineering and professional services for a corridor assessment along 11th Street in the Fair Oaks (Robson Ranch) area.
Paul Grama of Public Works said the city previously extended utilities and a street network over roughly 13 square miles in Fair Oaks but that as industrial and trucking interest grows, the current crossings and low-water limits are constraining access. "We got a $300,000 grant. They're keeping $5,000 to administer it," Grama said, explaining the grant will fund a corridor study and desktop cost estimates so the city can prepare competitive federal grant applications and shape a realistic capital improvement plan.
Staff requested an ordinance to amend the fiscal year 2024–25 budget to appropriate $295,000 in revenue to be received from TAYO and to authorize Public Works to begin engineering and professional services; staff said all expenses will be reimbursed by TAYO and that the city is not accepting subrecipient status. No final construction contract or appropriation for construction was approved at the meeting; the action discussed is limited to design and cost estimating.
