Council gives first reading to PUD rezoning for Summercrest Hills North development

The council held a public hearing and advanced an ordinance amending zoning for the Summercrest Hills North development from C-2 (Highway Commercial) to a PUD (Planned Unit Development).
Wade, the interim city manager, described the PUD as an entitlement that allows a negotiated set of departures from standard C-2 bulk and use regulations so the developer can create a mixed-use plan that includes athletic facilities, commercial and multifamily residential buildings. "The rezoning, takes it from its current agricultural zoning to what's called the PUD and PUD stands for planned unit development," Wade said, explaining that the PUD permits coordinated changes such as adjusted setbacks, parking counts and open-space requirements to suit a master-planned layout.
Staff and the developer provided maps showing ballfields, an indoor gymnasium and arranged parking and retail areas. Council members asked for clarification on acreage and the mechanics of how the PUD would handle later site-plan submissions; Wade and staff described that specific building site plans, elevations and landscaping would return to the council for review as each building is proposed. The first consideration was approved by a unanimous vote.
Wade noted the PUD approach lets the city and developer trade specific concessions (for example, reducing parking in exchange for more green space or higher-quality materials) to produce a more walkable, consolidated development. Final platting and site-plan approvals will follow the standard preliminary/final plat and permitting process.
