Goose Creek CISD board approves districtwide rezoning (Option B) with limited grandfathering

Kendall Davin, the district’s executive director of community engagement, presented the recommendation on behalf of the district rezoning task force and the GC2035 long‑range planning committee. Davin told the board the work aimed to rebalance enrollment — relieving overcrowding in the north of the district and making better use of undercapacity schools in the south — while minimizing disruption and preserving clean feeder patterns.
The committees submitted two final zoning alternatives (Options B and C) to the public; the district said 71.5% of community respondents selected Option B in the preference survey, and GC2035 also favored Option B. Davin said the district analyzed functional capacities (which include programs based at a campus) and stressed that the charts presented did not account for student transfers or program relocations that could change utilization numbers.
The board-approved recommendation includes the following grandfathering rules the district will offer: - Elementary: current fourth graders only. - Junior high: current sixth and seventh graders (recommended; committees discussed seventh grade only as an alternative). - High school: current ninth, tenth and eleventh graders.
Davin said grandfathered students must maintain good standing on attendance and behavior, that siblings of grandfathered students would be rezoned to the new zone, and that parents must provide transportation for students who opt to remain at their current campuses under grandfathering.
Why it matters: The rezoning is intended to reduce overcrowding in growing areas and avoid operating campuses far below capacity. District staff warned the plan may require subsequent rezoning and could interact with long‑range facility decisions — including possible future bonds or campus repurposing.
Board action: The board moved and seconded the motion to approve Option B; the president called for a vote and announced the motion approved. Administration indicated additional work on communication, staffing allocations, pre‑K zoning, special‑program locations and technology/device rollovers will follow. The item was carried as part of the meeting’s action items; staff will implement the adopted map, communicate assignments to families and offer the specified grandfather options.
