Scott (city planning staff) updated the Planning Commission that the City Council adopted both the 2025 General Plan and the City Center Master Plan at its previous meeting and expressed appreciation for the commission’s and public’s work on those documents. He said staff is preparing final edits before publishing the adopted documents on the city website.
Scott described two near‑term implementation steps for the City Center Master Plan: (1) drafting a form‑based code to implement the master plan’s policies (the planning commission will participate and staff will schedule joint work sessions with the council to explain form‑based coding), and (2) pursuing outreach with property owners to explore a public‑private partnership and an RFP process to identify a developer to implement a cohesive development consistent with the master plan. Scott said the consultant team that worked on the master plan will assist with form‑based code drafting and outreach.
Scott also provided project status updates. The Village Springs 55+ subdivision near Wolfpack Way is still active; staff is awaiting a preliminary plat submittal. The Sage Hills subdivision south of Smiling H (in the 6 East / 2522 North area) paused briefly but the developer intends to move forward; staff expects a final plat for phase 1 and a preliminary plat for phase 2 later.
No formal action was required; commissioners thanked staff for the status report.
